Scenes Reboot (Phase 2)

With this enhancement, we...

1. Divided the frontend into two features and updated the names (Block Mode/Allow Mode) to Allowed Websites List and Blocked Websites List (respectively).
2. Rebranded the Scenes landing page with graphics and more upfront info (new tagline and descriptions within the scenes tiles).
3. Added new functionality on landing page: ability to sort scenes and duplicate.
4. Recorded quick, in-product tutorials embedded in each step of the workflow.
5. Created Scenes Navigation Pane to break out steps to completion.
6. Fixed multiple bugs.
