Parent App Enablement Part 1

We've introduced better a user experience for distributing the Parent App to parents/guardians.

Parents or Guardians that are synced in for the first time via Clever and ClassLink will have the Parent App enabled by default. This means parents/guardians added via sync, upload, or within the Guardians page in Org Management, will have the same default settings.
